Minting is the act of creating ownership for a digital collectible. Once a collectible is minted, somebody owns it and there’s a digital certificate on the blockchain proving it.
There are special websites called mint sites facilitating mints and a mint can be free or paid. This is such a mint site and the mint is paid in this case (4€).
